Homebuyers Assistance Programs

Are you a first-time homebuyer interested in buying a home in Anoka County?

Included cities are:  Andover, Anoka, Bethel, Blaine, Centerville, Circle Pines, Columbia Heights, Columbus, Coon Rapids, East Bethel, Fridley, Ham Lake, Hilltop, Lexington, Lino Lakes, Linwood Township, Nowthen, Oak Grove, Ramsey, Spring Lake Park and St. Francis.

Minnesota Housing (MHFA) , the state’s housing finance agency, provides funds for various homebuyer and homeowner programs. The County participates in Minnesota Housing’s Start-Up program for first-time homebuyers. The program offers affordable fixed-rate mortgages to qualified buyers; down payment and closing cost loans may also be available. Mobile home purchases don’t qualify unless the home is permanently attached to a lot and taxed as real property.

Buyers must qualify financially and may also be required to attend a home buyer education class.  Buyers have two education options available to them: the in-person class (HomeStretch) or a new on-line class (Framework).  To locate classes, buyers can contact the Minnesota Homeownership Center at 651-659-9336. 

MHFA also continues to offer its loan program (Step Up) for non-first time home buyers.  The program has many of the same benefits and requirements that the Start Up program has; and although the county does not get an allocation for it, it is available to all qualified home buyers/owners. This program is for existing homeowners or repeat homebuyers who are looking to either purchase or refinance.

Applications for Anoka County’s CDBG / HOME Program Now Available!

Anoka County is excited to announce the opening of our annual application process for Program Year 2025 (PY25) federal grant funding for HUD’s CDBG and HOME programs.  These funds focus on benefitting low-to moderate income persons by providing resources for livability, economic empowerment, and decent housing. Applications for unspent CDBG-CV (Covid) funds which must directly tie to Covid protections, are also available. New this year, CDBG and HOME applications can be completed online using our Neighborly portal.

To apply for PY25 CDBG/HOME funds (available July 2025) or CDBG-CV funds, please see our upcoming Virtual Training Session along with links to access applications below.  Applications received will be reviewed and scored by staff to determine eligibility for funding.  Attending or confirmation that you viewed the training session will earn points towards your application total. This information is sent to you because you’ve partnered with the county in the past or per your request for funding information.

All activities must meet program eligibility requirements as outlined in the application guide. Please note there are three types of applications.  Please select the application best fitting the type of activity you are seeking funds for.

Public Service - CDBG funds for services or activities related to providing service.

Project - CDBG or HOME funds for housing, construction, rehabilitation or TBRA activities.

CDBG-CV - Must be directly tied to COVID-19 prevention, response, recovery.  Applications reviewed on rolling basis contingent on funds available.
